There is a lot of very useful information in this paper and it contains a very good topic. But it is poorly organized and will need to be rearranged and rewritten for inclusion in the final paper. The main topic of the paper is that environmental changes affecting the Arctic—especially climate change—create both opportunities and threats for Russia. The opportunities are mainly economic due to the resulting access to more natural resources and more year-round transportation using the Northern Sea Route. Once you state that, you can systematically explain each one. The main threats are strategic and environmental. The thawing of the Arctic can make it vulnerable to incursions by Russia’s neighbors and a more valuable asset that Russia feels it needs to defend militarily. And the increased economic and military activities will affect ecological and human health in the region. You have most of the information you need to do this, you just need to organize it more logically.

The real focus of the paper—your actual case study–is Basic Principles of the Russian Federation policy in the Arctic to 2035. Expand and reorganize your description to show how this policy initiative is designed to take advantage of environmental change in the Arctic but is also likely to make the environmental situation worse. You can also discuss Russian plans to use the Arctic Council as a way to assert its interests in the region.

For your literature review look for sources on “environmental security.” Most of that literature looks (generally and specifically) at how environmental changes (especially global warming) increase insecurity within and among states. Once you see what scholars say about that you can see if it applies to your findings.
